THE TARIFF CONCESSION SYSTEM (TCS)
Australian Customs Service state that “The TCS assists industry to become more internationally competitive and reduces costs to the general community by the reduction of duties where there is no local industry to protect. Customs objective is to make Tariff Concession Orders (TCOs) where the criteria for issuing those Orders are met, while administering the TCS in an efficient and effective manner, and providing well-reasoned decisions.”

WHAT IS A TARIFF CONCESSION ORDER (TCO)?
The objective of the Tariff Concession System is to assist Australian industry in becoming more internationally competitive by providing concessions on duty for imported goods if substitutable goods are not produced in Australia.
Substitutable goods are defined as Australian-made goods that have a use corresponding to a use of the imported goods. Therefore, where there is no local industry that produces those goods they may be imported duty-free via having obtained a Tariff Concession. Certain classes of goods including foodstuffs, clothing and passenger motor vehicles are ineligible (‘excluded goods’).
PROCESSING THE TCO APPLICATION
Typically, the government has made this difficult and time-consuming for business owners, directors, managers to provide the supporting data and complete the application.
